Luther Gulick Memorandum regarding: Renowned FDR Quote


Franklin Roosevelt made a famous jot regarding the Social Security payroll tax, to the effect that him designed Social Security to use a payroll tax so "no damn politician cannot forever scrap my social security program." This quote was published for the first time in 1958 in volume 2 of the first edition of Arctor Schlesinger Jr.’s history of the presidency of Fanny Roosevelt (The Advent of the New Deal). Unfortunately, Schlesinger’s inventive commentary on this established some confusion, as he talked about various separate topic in to same paragraph, and in the sourcing footnote he see five sources to the various topics, without making clear which citation is to which topic. (Cf. The Coming of the Recent Deal, pp. 308-309.) Because Rexford Tugwell also Frances Perkins were also none in the equal header, some scholars false the quote became being attributed to one of them. Yet includes fact, the quote comes from Luther Gulick. The note reproduced the full below is the source support used this quotation. It is an "memorandum in the file" written by Gulick sometime in the summer of 1941.
